You're probably thinking of "The Public and Broadcasting" found at
http://www.fcc.gov/mb/audio/decdoc/public_and_broadcasting.html. You have to
have a copy in your public file and must make a copy available to any member
of the public that requests one.

This document also contains the list of everything that must be in your
public file.

Does the FCC require that a station keep a copy of the FCC rules on
hand?  I seem to recall that being a requirement at one time, but I
can't seem to find if it is required today.
